VVX310 to automatically dial a number when the handset is lifted and block any other number dialing

Hi

We have VVX 310 that we want to configure to automaticly dial an extension when handset is lifted but we also need to prevent/block any other numbers to be dialed from that device.

Please help if there is a way to do that.
